Enrique is the Managing Partner of Fragomen’s Florida office.

Enrique’s practice is broad based and includes counseling companies, institutions and individuals.

He has significant experience related to managing the immigration compliance programs for companies and institutions engaged in a wide range of activities/industries.

He also provides legal counsel to entrepreneurs and high net-worth individuals regarding investment based immigration (including the EB-5 Program).


From January to August 2013, Enrique served as Special Counsel on Immigration to U.S. Senator Marco Rubio (R-FL) where he was the Senator’s principal advisor/negotiator on the Border Security, Economic Opportunity, and Immigration Modernization Act (S. 744) that was approved by the U.S. Senate on June 27, 2013.
